If I enter it into http://dreamwidth.org/syn (without going so far as to actually make the account), it says there isn't a feed account using that URL set up yet. Usually, I believe, multiple accounts get made because many sites have multiple ways to access the feed, (e.g., atom, rss1, rss2, feedburner vs. native syndication). I'm not seeing alternative URIs for twitter feeds...
I don't think there's any harm in making another attempt. You can make a request to the powers that be to remove the first one.
