My understanding is that it would be a nice feature to have sometime down the road. The major problem is that voice posts were implemented after the code fork and the code that does it is proprietary to LJ. So it would have to be rewritten from scratch. For now, there are other priorities. If voice posts are implemented on DW, it probably won't be until after full launch (as opposed to current Open Beta). (Same goes for image galleries, I think.)
On the bright side, if the code is rewritten for DW, there's a chance of having useful things that are entirely missing from LJ's version... a pause button on the playback, for example.
Implemented by LJ well before the code fork, but yeah, all of the code is in the proprietary branch, which would require us to rewrite it from scratch (since we can't use their proprietary stuff). It'd also require us to spend a lot of money establishing the phone numbers (and then doing maintenance on the system, which on LJ is fairly glitchy), and it can be really hard to find partnerships for the phone number providers that don't charge an arm and a leg, and it'd be a long distance call for nearly all of our users and probably an international call for most since we'd only be able to offer phone numbers in the US at first ...
Etc, you get the picture. We were talking with a company that might allow us to do it a while back, but the cost was prohibitive and they wouldn't give us enough control over the resulting files to satisfy us.
tl;dr: It's low down on the priority list, something we want to do eventually but not now, mostly because of the costs involved.

I'm assuming that by voice post you mean the lj-style ones, which are phone calls that show up as a journal entry. I'm curious, though, if you're specifically interested in phoning in posts? Or in audio posts in general? Because there's probably an internet-y way to do that to work with whatever Dreamwidth plans for image hosting and whatnot, someday, that would be easier to implement.
