they can read them by simply going to your journal if your journal is set to public -- that is, not locked in any way. You control that, as well as whether you allow anonymous comments.
do you mean how do they make your DW journal show up on their friends list? They would have to create an RSS feed for it on the LJ side.
or as another commenter said, you can keep your LJ (or create one) and set up your DW journal to post simultaneously both places. that's very easy too.
If you've imported friends and/or comments, they'll have an OpenID account created for them. I haven't used the importer for a bit, but it should allow for this automatically.
You don't actually appear to have imported friends or comments, if you don't want to do that, you'll need to do each individually, and they'll need to login here so they have an account that you can give access to--the OpenID login box is fairly easy to find.
