Unlike Dreamwidth, LJ doesn't have a built-in crossposter, so it's not possible for someone to post in LJ and have it cross-posted from there to DW.
There are some people who use clients, which can be set to post an entry to both LJ and DW.
But if someone's posting to DW (by whatever means, whether it's cross-posted from somewhere else or not), and you're subscribed to their DW account, their posts should show up on your reading page normally.
If this isn't happening, I suggest opening a Support request. Support are friendly and good at getting things fixed. *g*
The "crosspost to DW" is often done by means of importing. And importing forces the entries that are imported off the reading page, as it would be Very Impolite to barrage someone's reading page with ten years of imported entries.
