I get the impression that LJ aren't actually the bad guy in this. Rumour has it that Russian authorities made them move the servers and impose the TOS because they didn't like the content their citizens were posting on there, and wanted to do something about that.
As to personally agreeing to the TOS, it's merely a formality. You won't (I assume) be posting any content on there, just using the account to claim OpenID posts on the DW servers, which are beyond the reach of LJ and the Russian authorities no matter what you agree to.
