Can I add tags in a community without adding the tags to an entry?

Yep, if you are the admin/mod of the comm

and switch user to the community you want to add tags to and add them like you would normally.

I seem to recall some issue involving the privacy logic: namely, tags that are not on an entry are private for personal users, and that may have wound up happening for communities too.
