Invite Codes and Communities

I've got a quick question about the communities that are recommended when you invite someone to Dreamwidth. The list of communities seems to come from a selection that the person giving the invite code has in their profile.

How are the communities determined though? From what list? Member of? Subscriptions? Posting Access? Any ideas?

I've just had a quick look at the code and it seems it's communities you're a member of which:
- are open or have moderated membership
- haven't opted out of the community promo (option on Account Settings/Privacy)
- are new or have been updated in the last 30 days and/or have at least five members already.

Or communities you maintain.
